The UNOSSC Division for Arab States, Europe and the CIS will organize the Regional Rollout Webinar of the UN System-wide Strategy on South-South and Triangular Cooperation for Sustainable Development and Its Action Plan for UN Entities in Europe and the CIS in early/mid-December 2021.

South-South and triangular cooperation (SSTC)[1]plays an important role in the global development cooperation architecture for sustainable development. Its catalytic role as a complement to, rather than a substitute for, North-South cooperation has been recognized by major multilateral agreements. The COVID-19 pandemic has also underlined that development cooperation in all its forms remains critical to an effective response to shocks, resilience, recovery, and, ultimately, sustainable development, particularly during the last Decade of Action to achieve the 2030 Agenda for Sustainable Development.

However, the increased complexity of SSTC activities and the overall development landscape requires the UN system to be more strategic, coherent, coordinated, agile, collaborative and results-oriented at all levels. Thus, the Secretary-General requested the UNOSSC “to coordinate, in consultation with the United Nations agencies, the preparation of a United Nations system-wide South-South cooperation strategy.” The BAPA+40 outcome document also stressed the need to reinvigorate the UN Development System (UNDS) in supporting and promoting SSTC, aiming at implementing the 2030 Agenda for Sustainable Development (para. 27).

In response to the request from the Secretary-General, the UNOSSC, through the UN Inter-Agency Mechanism on South-South and triangular cooperation,  led an inclusive process to develop the first ever UN system-wide strategy on SSTC for sustainable development 2020-2024. It was approved by the Executive Committee of the Secretary-General in August 2020. To operationalize the system-wide strategy, and following the same inclusive and consultative process, its accompanying action plan and monitoring framework were developed with the objective to allow the monitoring of the implementation of the Strategy by the UN system.

The overarching goal of the UN system-wide strategy is to leverage SSTC to support Member States’ efforts to eradicate poverty in all its forms and dimensions, to achieve all sustainable development goals, and to secure peace and prosperity while promoting gender equality and women’s empowerment on a healthy planet.

The implementation of the system-wide strategy and its action plan is governed by each UN entity individually, based on its mandate and programme of work, and it involves all levels of engagement, global, regional, and national.  

Within the above contexts and aiming to increase the awareness and ownership of the system-wide strategy and its action plan at the regional and country levels, the UNOSSC Division for Arab States, Europe and the CIS is organizing this regional rollout to:

  • Introduce the system-wide strategy and its action plan.
  • Unpack, discuss, and contextualise relevant regional and country level outcomes to the ECIS region.
  • Identify processes and mechanisms that can be leveraged for the systematic and institutionalised implementation of the strategy, monitoring and report.
  • Identify support expected from UNOSSC for the implementation of the strategy, capacity development needs at the regional and country level.
